8775 All human beings are universal, indivisible, interdependent and interrelated. The International Community must treat human rights globally in a fair and equal manner on the same footing and with the same emphasis.

Ethical associations of this right are attributed to such aspects as euthanasia, capital punishment, lawful killing of persons, abortion and self-defense among others (Norman 6969). Abortion has been associated with pro life and pro-choice issues. Pro-life issues indicate the importance of the fetus in development of human beings. They are already human. They campaign for keeping of pregnancy to full term. Pro-choice campaigners believe that the right to choose whether to keep the baby or not lies entirely on the mother.

The drafters of the Covenants initially intended only one instrument. The original drafts included only political and civil rights, but economic and social rights | were added early. Western States then fought for, and obtained, a division into | two covenants. They insisted that economic and social right were essentially aspirations or plans, not rights, since their realisation depended on availability of resources and on controversial economic theory and ideology.

Thirdly, the Commission has left no stone unturned to make the Central and State Governments answerable accountable and responsive to all human rights issues and to take appropriate action against the human rights violators.
